In this research, we proposed a methodology to classify the types of buildings with three classes; residential buildings, commercial buildings, and industrial buildings in Yangon, Myanmar by using Stereo GeoEye images, Landsat image and night-time light (NTL) image.

Theoretically, much of our knowledge of NSA tools comes from studies focused on the examination of commonalities and differences between them [3,10e15], and the soundness of their assessment methodology [10,16].

Expanding the boundaries of assessment to the neighborhood scale means that not only the single buildings, but also spaces between them, services that are provided, humans and other organisms that are living there, and the synergies between these broad range of elements and activities has to be considered in the assessment process [25]. 

Heterogeneity of the latter scales makes it difficult, if not impossible, to generalize the assessment results to the whole study area and policy interventions based on such results may fail to address the context-specific problems and be irrelevant to all the neighborhoods in an urban or metropolitan area [24,26].

As Sharifi and Murayama [10] put it “in the urban and neighborhood contexts, where various forces and entities influence the decision-making process, it is crucial to add the institutional dimension”. 

What we mean here as institutional is related to not only interactions between different stakeholders involved in the decision-making for sustainable development, but also a set of norms, laws, and regulations governing and facilitating these interactions [10].
